
Central County Community Connections Plan

The Central County Community Connections Plan (4CP) will identify projects and near-term priorities to address barriers and improve safety, connectivity, and climate resilience in communities adjacent to I-238 and I-580 between I-880 and Castro Valley BART. This process is community-driven and builds off assessments from related past and ongoing studies as well.
Winter is leading community engagement by collaborating with community-based organizations (CBOs) representing diverse communities in central Alameda County. Engagement efforts include CBO recruitment and facilitation of CBO staff focus groups. They also include collaborating with these CBOs to host listening sessions with their community members, the planning and implementation of walk audits, and engaging with community members through pop-ups at community events. Winter also created the 4CP project website which includes an interactive mapping tool and survey which are updated and promoted for each round of engagement.
