
Countywide Transportation Plan Inclusive Engagement

The Alameda County Transportation Commission (Alameda CTC) is updating their Countywide Transportation Plan (CTP) to define a vision, set goals, and prioritize improvements for Alameda County's transportation system. Winter leading community engagement efforts to understand transportation needs for Alameda County communities.
This work has involved researching and sharing information with over 500 community-based organizations (CBOs) across Alameda County, more deeply engaging CBO representatives through tailored events and facilitating a Working Group, and coordinating with CBOs on engagement tactics with partnerships to expand Alameda CTC’s reach. Winter has implemented focus groups, interviews with community leaders, pop-up tabling, surveys, pop-ins at community meetings, and CBO partnered events to gather input from specific audiences, reaching thousands of residents across digital and in-person venues. Engagement efforts in Summer and Fall of 2025 resulted in 2,100 survey responses, discussions with 2,750 people at 21 events across Alameda County, and ongoing partnerships with 10 CBOs who provided input to the plan and helped reach diverse Alameda County communities.
